On 13 December 2018 the UN Security Council passed Resolution 2449 on humanitarian assistance in Syria. Resolution 2449 reaffirms the primary responsibility of the Syrian authorities to protect the population in Syria and reiterates that parties to the armed conflict must take all feasible steps to protect civilians.
